When is a worsening situation not getting worse?  It's an interesting situation when reviews, consultations and initiatives are announced and it is assumed that they are a response to a crisis or growing problem.  In reality shining a light on a problem can actually encourage people to come forward, stand up and be counted.

Take this example.  The Home Affairs Select Committee is conducting an inquiry into domestic violence and also arranged marriages.

Take domestic violence, a hideous crime, too often tolerated, accepted and ignored in previous times.  This government has a good record in tackling domestic violence including strengthening the law.  But as more women and men accept that this crime need not be tolerated so their confidence grows in seeking help.   A growing problem or a more realistic view?

Each year around 600 people, women and men, complain about being forced into a marriage or relationship against their will.  The helpline which gives out information receives hundreds more enquiries leading an eminent family court judge to suggest the 600 figure is just the tip of the iceberg.  But by starting an investigation already the impression is given that the problem is growing.

I also believe there is an element of this in tackling anti-social behaviour.  Let me be clear - anti-social behaviour is a problem for too many people whether from noisy neighbours or youths who do a disservice to their community and their peers.  For too long some people assumed that anti-social behaviour was a problem to be tolerated.  But then they find out that new laws backed up by neighbourhood police teams are on their side and they become more willing to act.

It is about building trust and confidence to turn people from victims to active citizens and about encouraging them to take a stand.  More power to them I say.
